CIDIR2.0の新たな目標とミッションへの再編(2020-)

CIDIR2.0の目標:総合的な災害情報研究の発展による減災への貢献

全学の教育・研究を連環させる情報学環・学際情報学府の理念に照らし、CIDIRの母体となった新聞研究所以来の災害情報研究の蓄積を踏まえ、地震研究所及び生産技術研究所との連携をさらに密にし、首都直下地震等の大規模災害の減災に資する総合的な「災害情報研究」を領域として確立する。

CIDIR2.0のミッション

目標達成に向けて、以下のミッションに再編する。

ミッション1:不確実性の高い災害事象の評価(Risk Assessment:リスク評価)と災害対応(Risk Management:リスク管理)の橋渡し
ミッション2:緊急時における災害情報の有効活用と災害文化の醸成を両輪とした総合的な防災情報教育の構築
ミッション3:大学をフィールドとし、あらゆる組織に応用可能な事業継続・防災の推進
ミッション4:災害・防災にかかわる学内外の研究機関、研究者、メディア・実務者を繋ぐネットワークのハブ機能の展開

  • 学会への協力(日本自然災害学会、日本災害情報学会、地域安全学会において会長・役員等、日本災害復興学会において役員の輩出)

Goal: 

To contribute to disaster risk reduction through the advancement of comprehensive disaster information research.

CIDIR aims to establish comprehensive disaster information research as a distinct academic field that contributes to reducing the impact of large‑scale disasters, such as the Tokyo metropolitan earthquake. To achieve this goal, we are guided by the philosophy of the Interfaculty Initiative in Information Studies and the Graduate School of Interdisciplinary Information Studies, which seeks to integrate education and research across the entire university. We also build on the accumulated achievements in disaster information research since the establishment of the Institute of Journalism and Communication Studies, the precursor of CIDIR, and further strengthen collaboration with the Earthquake Research Institute and the Institute of Industrial Science.

Missions:

To achieve the new goal of CIDIR 2.0, we have reorganized its missions as follows:

Mission 1: To bridge the assessment of highly uncertain disaster events (risk assessment) and disaster response (risk management).

Mission 2: To establish comprehensive disaster information education built on two pivotal components: the effective use of disaster information in emergencies and the cultivation of a disaster‑aware culture. 

Mission 3: To promote business‑continuity and disaster‑management practices using the university as a test field to validate their applicability across a wide range of organizations.  

Mission 4: To expand the center’s role as a hub that connects research institutes, scholars, media, and practitioners—both within and beyond the university—who are engaged in disaster and disaster‑management studies.

Main research projects currently conducted by CIDIR under each mission:

Mission 1: To bridge the assessment of highly uncertain disaster events (risk assessment) and disaster response (risk management).

  • Earthquake and Volcano Hazards Observation and Research Program
  • Japan Sea Earthquake Research Project
  • Integrated Program for Next Generation Volcano Research and Human Resource Development

Mission 2: To establish comprehensive disaster information education built on two pivotal components: the effective use of disaster information in emergencies and the cultivation of a disaster‑aware culture.  

  • [FSI project] Center for Research and Education on Data‑Driven Next‑Generation Risk Communication for the Future Information Society 
  • Disaster Management Training Center 
  • Cross‑disciplinary courses: Disaster Information Studies I–III, Nuclear Disaster Studies I–III, and Risk Communication Studies 

Mission 3: To promote business‑continuity and disaster‑management practices using the university as a test field to validate their applicability across a wide range of organizations.  

  • Cooperation with the university in disaster management (supporting the Section of Fire and Disaster Management of the Division of the Environment, Health and Safety)  
  • Cooperation in conducting university‑wide disaster response drills 

Mission 4: To expand the center’s role as a hub that connects research institutes, scholars, media, and practitioners—both within and beyond the university—who are engaged in disaster and disaster‑management studies.  

  • University of Tokyo Interfaculty Initiative in Disaster Prevention and Revitalization Research  
  • Cooperation with academic societies (providing presidents and executive members to the Japan Society for Natural Disaster Science, the Japan Society for Disaster Information Studies, and the Institute of Social Safety Science, as well as executive members to the Japan Society for Disaster Recovery and Revitalization)  
  • Joint lecture series provided in collaboration with lifeline industries and the mass media
